Altough illegal killing has remained well below the pre-ban level [banning of the sales of ivory enacted 1989] in some areas poaching has increased. At least 10 elephants in Kenya-Tanzania border area have been killed in the last 15 months alone. In 1996 over 5 tonnes of ivory were discovered in Tanzania, possibly taken from as many as 1000 elephants, conservation experts say

Well, you know that mean mass is average mass.
So we assume that the number of elephants that the tusks are taken from is actually 1000 elephants. Then we say that the total weight from all those 1000 elephants was 5 tonnes (or 5tonnes x (1000kg/1 to n) = 5000kg
Now the mean weight is 5,000 kg/1,000 elephants…
That is your mean mass per elephant.
